The lost have been found... :)
Through some excellent historical snooping by a reader, the location of the picture below has been deduced to be Chicago's Grant Park.
The memorial structure in the foreground of the image would be the original Bennett peristyle via 1917 (today a replica stands in it's exact place in Wrigley Square, which is now claimed by Millennium Park).
The date is still unknown but {due to the make of the sedans within the shot} is estimated to be anywhere within 1934-1947.
